International School on Atmospheric Radar at the National Central University, Taiwan, (ISAR-NCU), October 9-27, 2006 - funding support applications due 15 Aug

Dear colleagues,

There exists a growing international need to educate students and newcomers in the field of atmosphere and ionosphere research using radars and related instruments, combined with modeling, forecasting and theoretical work

Considering the progress of international development of atmosphere and ionosphere radar and space science the National Central University in Chung-Li, Taiwan, will hold the next International School of Atmospheric Radar October 9-27, 2006.

The idea of such a school is based, for instance, on the success of earlier schools of this kind, and on visions and recommendations of the international MST (Mesosphere-Stratosphere-Troposphere) radar community which gathers regularly in specialists' meetings such as the International Workshop on Technical and Scientific Aspects of MST Radar (MST-10 was held in May 2003 in Peru, and MST-11 will be held in December 2006 in India). Additionally several Schools on Atmospheric Radar were held.

Exploitable requirements to fulfill the demands for such schools do exist at the National Central University in Chung-Li, Taiwan, and these will be converted to reality by holding the next International School on Atmospheric Radar on the university campus.

The school ISAR - NCU will be under the sponsorship of and organization by the National Central University (NCU) in Chung-Li, Taiwan with national sponsorship and support from the National Science Council and by the Ministry of Education of the Republic of China Taiwan. The school is also sponsored by the Scientific Committee on Solar-Terrestrial Physics (SCOSTEP) and the International Union of Radio Science (URSI).

The basic terms of this school at NCU follows the well-developed scheme of earlier schools of the international MST radar community.

The College of Earth Sciences and the Office of Research and Development of NCU are the governing local institution. The Institute of Space Science is the main organizer, working together with the Institute of Atmospheric Science of NCU.

There is a Co-Directorship consisting of the Local Director, Prof. C.J. Pan, and the International Director, Prof. J. Roettger. Their terms of reference are essentially to coordinate and control the national and local organization and the international relations and arrangements for the school, respectively.

Attached to this letter is a call for applications. We invite students and young scientists, and engineers, who are or will become involved in MST radar research, technology and informatics, to apply for participation. Please distribute this call for applications to suitable persons and ask them to apply. There will be satisfactory funding support provided by NCU for travel and stay to attend the school.

The International School on Atmospheric Radar

Over the past decades the application of radar techniques to study the structure and dynamics of the mesosphere, stratosphere and the troposphere has continuously grown and quite a few new systems of this kind have been added in the past years. This radar technique has further evolved into applications for operational meteorology, which have become known as wind profiling and Doppler weather radars have become standard instruments for weather nowcasting.

The wide-spread applications of these radars for scientific research of the atmosphere and for meteorological operations demand a proper knowledge of such atmospheric radar systems, and of the analysis, validation and interpretation of the acquired data.

The school ISAR-NCU follows basically the format of the earlier international schools on atmospheric radar. ISAR-NCU is held for the purpose of training young researchers, students and engineers, who are active in or have a proven relation to this area, or can certify a solid interest and a sound perspective on this research and the technique.

The school will cover the following main subjects: Fundamentals of atmospheric radars, hardware and basics of signal acquisition, data analysis and validation. Special applications such as interferometry, methods to understand the scattering process of radar waves, atmospheric wind profiling and precipitation studies will be covered as well. Some basics on radar meteorology of the troposphere and stratosphere, mesosphere and of radar observations of the ionosphere will also be included.

Several lecturers from the atmospheric radar community will be available for teaching and hands-on training in the computer laboratory.

Students from East Asian and third-world countries, who can verify the above mentioned requirements, are invited to apply to NCU for admittance to the school and for funding support, which could possibly cover the total cost for travel and stay. Students from developed countries can be admitted as well when they can provide their own funding.

The International School of Atmospheric Radar - ISAR-NCU - is sponsored by the National Central University through funding by the Ministry of Education and the National Science Council of Taiwan, the Scientific Committee on Solar Terrestrial Physics (SCOSTEP) and the International Union of Radio Science (URSI) et al.
